TALLAHASSEE, Fla., June 18, 2025 /PRNewswire/ — The Florida Department of Education (FLDOE) has officially approved SIPPS, Fifth Edition for use as part of the K–3 English Language Arts Intervention Materials. With dozens of districts across Florida already using SIPPS, this approval reaffirms the program as an evidence-based solution aligned with the science of reading and the state’s rigorous instructional standards.
Developed by Collaborative Classroom, a leading nonprofit publisher of evidence-based instructional materials, SIPPS accelerates mastery of foundational skills for K–12 readers, especially those who need targeted intervention.
“SIPPS is already a trusted solution across Florida, with many districts using the program to support striving readers. We’re honored that the Florida Department of Education is now officially recognizing SIPPS as a powerful, high-quality intervention,” said Kelly Stuart, CEO and President of Collaborative Classroom.
“The ability to read proficiently is vital for academic success, and SIPPS has been proven to efficiently accelerate students’ progress thanks to its systematic, explicit, differentiated, and evidence-based instruction,” Stuart added.
The ultimate goal of SIPPS is to get students reading accurately and independently as quickly as possible. The program’s scope and sequence and multiple levels are structured to support maximum acceleration.
With SIPPS, students progress quickly through fundamental skills learning and can potentially master 2+ years of content in a single school year.
“In just five months of SIPPS instruction [30 minutes two days per week], my student made significant growth: from a kindergarten level in foundational reading skills to a third-grade level,” said Alexa Speicher, ELA Teacher, Hillsborough County Public Schools, Florida.
Backed by extensive research and real-world success stories from classrooms across Florida and the nation, educators using SIPPS consistently report significant reading gains, increased student confidence, and improved foundational literacy skills.
For example, in Florida’s Pasco County School District, a quasi-experimental, ESSA Level 2 study found that students who received SIPPS for intervention achieved significantly greater reading growth than peers who received a different intervention.
The program’s instructional design is supported by multiple studies confirming its effectiveness in accelerating learning for students performing below grade level, including multilingual learners who benefit from its clear, systematic approach.
SIPPS is easy to teach, with built-in educator support, modeling, and formative assessment guidance to ensure implementation with fidelity—key factors identified in Florida’s evaluation rubric for effective intervention materials.
Flexible, convenient, and scalable professional learning options ensure that all educators are teaching SIPPS with fidelity and confidence, and that SIPPS implementations start strong and stay successful.
Aligned with the science of learning, SIPPS instruction provides sufficient and deliberate practice, with maximum engagement in every lesson as students respond orally during foundational skills routines and receive immediate, strategic feedback. SIPPS also offers ample opportunities for students to apply and practice new learning in spelling and in reading connected, instruction-aligned text.
Additional SIPPS resources are available separately to provide even more practice that’s engaging, effective, and aligned with instruction:
Collaborative Classroom’s Florida team of veteran educators is eager to work with new district partners to implement SIPPS and provide ongoing professional learning.
“The state’s approval empowers Florida educators with the tools necessary to close foundational skill gaps early,” said Jolynn Bernard, the Florida-based Senior Regional Director at Collaborative Classroom. “We know from experience that SIPPS is truly accelerative—it puts students in the fast lane to reading success.”
