SIPPS Fifth Edition Is Approved by Utah State Board of Education for the Utah Literacy Initiative
SALT LAKE CITY, June 2026 — The Utah State Board of Education has reviewed and recommended Collaborative Classroom’s SIPPS® Fifth Edition curriculum under the Utah Literacy Initiative, following the 2024 approval of SIPPS Fourth Edition. The program scored highly on the Evidence-Informed Core Criteria Checklist, earning a 100 percent score in Print Concepts and Phonological Awareness and a score of 91 percent in Phonics. SIPPS meets the criteria set forth in Utah’s SB 127, which set a priority for evidence-based reading instruction and teacher training to enhance early literacy education.
SIPPS is an evidence-based solution for foundational skills acquisition designed to address the diverse literacy needs of students in grades K–12. Aligned with the science of reading and designed to accelerate and solidify students’ mastery of foundational skills, SIPPS equips educators with research-based, differentiated, MTSS-aligned tools to ensure each student has what they need to achieve grade-level reading success.
“We’re grateful to the State Board of Education for its endorsement,” said Kelly Stuart, President and CEO of Collaborative Classroom. “This approval recognizes that SIPPS is actively improving literacy outcomes for Utah students and reinforces our commitment to providing proven solutions that empower educators and accelerate learners with research-based practices for effective literacy instruction.”
With its approval under the Utah Literacy Initiative, educators seeking to enhance their literacy instruction and intervention efforts can rely on SIPPS Fifth Edition to effectively implement evidence-based practices to support the diverse needs of all students in their classrooms.
“We’re delighted that Utah has recommended SIPPS, Fifth Edition,” said Jess Crawford, Collaborative Classroom’s Manager of Educational Partnerships for Utah. “Educators can continue to trust this effective, differentiated instruction program to help their students master the foundational skills necessary to become fully independent, fluent readers.”
About the SIPPS Program
SIPPS is an evidence-based, systematic decoding program that helps new and striving readers in grades K–12 quickly develop the accuracy and automaticity needed for fluent, independent reading.
With its structured-literacy approach to foundational skills instruction, SIPPS provides explicit, differentiated instructional routines focused on phonological and phonemic awareness, spelling-sound correspondences, and high-frequency words. Taught to small groups of students with similar needs, SIPPS makes the most of precious instructional time for every student.
Backed by third-party studies and nationally recognized, the SIPPS program is:
- Aligned with the science of reading
- Designed to accelerate and solidify students’ mastery of foundational skills
- Flexible, adaptable, differentiated, and MTSS-aligned for use across all three tiers of instruction
- Proven effective with young readers (K–3) as well as older striving readers (4–12)
