The Strong Readers Act strengthens literacy in Oklahoma by tying reading proficiency to grade progression, ensuring appropriate instructional support, and promoting clear communication with families.
As part of the Act, guidance has been developed to help districts identify pre-vetted, evidence-based curricula.
SIPPS, Fifth Edition meets the Act’s criteria and is included on the guidance webpage as a quality intervention resource for phonological awareness and phonics across Tiers I, II, and III.

SIPPS: Systematic, Accelerative Decoding Instruction (K–12)
Every new and striving reader deserves effective, evidence-based, differentiated instruction in word recognition and fluency that puts them on the path to grade-level reading success.
Backed by third-party studies and nationally recognized, the SIPPS® program is:
- Aligned with the science of reading
- Designed to accelerate and solidify students’ mastery of foundational skills
- Flexible, adaptable, differentiated, and MTSS-aligned for use across all three tiers of instruction
- Proven effective with young readers (K–3) as well as older striving readers (4–12)

SIPPS has met ESSA evidence standards and appears on the Evidence for ESSA site.
